Settlement uses only receipts the QorTime verifier computes as VERIFIED (co-signed by the QorTime referee after Submit for Verification). A SELF_ATTESTED, failing or missing receipt shows unverified, never a winner. Handles are typed by players and are not verified accounts. PSN IDs are compared only with the names Madden showed on screen in the recording (on-screen evidence, not account proof); names that differ show players don't match, names that could not be read show players unverified, neither with a winner. Quarter length and other rules are agreed between players and are not checked by QorTime. Controller signals are advisory evidence, not proof.
